US Sanctions Two North Korean Officials Over Weapons Program

The younger sister of North Korean dictator Kim Jong-un appears to have cemented her position at the heart of his inner circle after making a rare public appearance seated next to top officials at a ruling Worker's Party congress.

The sanctions follow a U.N. Security Council resolution adopted Friday that imposes new, harsh sanctions in response to the country's November 28 ballistic missile launch.

"Kim Jong Sik reportedly is a key figure in North Korea's ballistic missile development, including efforts to switch from liquid to solid fuel, and Ri Pyong Chol is reported to be a key official involved in North Korea's intercontinental ballistic missile development", the Treasury Department said.

Solid-fuel missiles can be fired on shorter notice as they do not have to be fueled prior to launch.

Kim Jong Sik, a veteran rocket scientist, and Ri Pyong Chol, a former senior air force commander, are often seen on television and in photographs with leader Kim Jong Un, walking down the red carpet or sharing a smoke with him to celebrate a successful missile launch.

North Korea is believed to have successfully put a satellite into orbit in December 2012 after years of failures dating back to 1998.

North Korea is "deliberately undermining regional peace and stability", the council said Tuesday when it rebuked the missile test, reiterating demands for the country to halt its ballistic missile and nuclear weapons programs.

North Korea's leading newspaper, the Rodong Sinmun of the Workers' Party, ran an editorial on its front page stressing the importance of launching an all-out campaign to pay a great deal of attention to the ideology presented in Kim's address on Saturday.

Pyongyang launched its Kwangmyongsong-4 satellite in February 2016, which much of the global community viewed as a disguised ballistic missile test. Less than a month ago, the council imposed its stiffest sanctions so far on the reclusive nation. China has also ordered North Korean companies operating in the country to close.

The North Koreans also called western hopes of an end to Pyongyang's nuclear program a "pipe dream". The sanctions brought a ban to the country's textile exports and limited oil imports.
