China tightens North Korea trade restrictions under United Nations sanctions

US President Donald Trump has complained that China is allowing oil to go into the North. Observers say China is trying to show that it is meeting its global commitments by implementing the United Nations sanctions.

In the report, the conservative website said Beijing had agreed to offer assurances that the North Korean regime would not be allowed to collapse, citing a secret five-page document in Mandarin that it claimed was from the party's Central Committee. According to the newspaper, which quotes Asia-Pacific shipping records, at least several vessels are owned by Chinese companies, but are registered in third countries like Panama, Togo, the Marshall Islands, and Sierra Leone. The U.N. Security Council has forbidden high-seas transfers to North Korean vessels since September, part of the council's steadily-increasing economic sanctions on Pyongyang over its nuclear weapons program.

"If it is confirmed through investigation there are violations of Security Council resolutions, China will deal seriously with them in accordance with laws and regulations", Geng said at a regular news briefing.

China is the North's main trading partner and energy supplier, making its enforcement critical to the success of sanctions.

Chosun Ilbo said the KOTI belongs to a company in Dalian in China's northeast.

Taiwan's authorities in the city of Kaohsiung launched an inquiry following South Korea's seizure of the Hong Kong-flagged Lighthouse Winmore, an oil tanker which delivered oil products to a North Korean vessel at sea.

The newspaper said six other ships that USA authorities say are violating North Korea sanctions are Chinese-owned but registered overseas. It said the KOTI docked at Yeosu six times and three times in Pyeongtaek between August and December to take on oil.
