At least 19 killed as bus topples over

The crash occurred when the bus, which had spectators and staff from horse races as its passengers, overturned in the New Territories region.

Rescuers cut open the top of the bus to save the passengers trapped inside. Police have arrested the driver and charged him with causing death by risky driving.

Police have yet to comment on the cause of the crash. The train, which was carrying 78 passengers and five crew, was part of a newly expanded faster rail service along the route linking Seattle and Portland, Oregon - featuring new locomotives.

Earlier reports said that 19 people were killed.

Multiple passengers interviewed by the TVB and Cable TV news channels said the bus was moving at a high rate of speed when the accident happened.

The bus was operated by the Kowloon Motor Bus Company (KMB) - the largest franchise in Hong Kong.

The driver of the bus joined the company in 2014.

While Hong Kong has a well-developed and generally safe public transportation system, fatal bus crashes have persisted. More than three-quarters of bus drivers work 50 to 60 hours a week, according to a 2016 survey conducted by the Hong Kong Confederation of Trade Unions.

Speaking to reporters after visiting the injured in the Prince of Wales Hospital, HKSAR Chief Executive Lam Cheng Yuet-ngor said she will order an independent inquiry to see whether there are any systemic problems with Hong Kong's bus operations.

Saturday's accident appears to be the worst since July 2003, when a double-decker fell off an elevated road after being hit by a lorry, killing 21 people.
