CORRECTED - House Speaker Ryan: House likely to pass US budget deal

The US Senate approved a budget deal including a stopgap government funding bill early on Friday, but it was too late to prevent a federal shutdown that was already underway in an embarrassing setback for the Republican-controlled Congress.

During the White House event targeted on criminal threats raised by few immigrants, USA president, Donald Trump stated that, "I'd love to see a shutdown if we don't get this stuff taken care of".

He begins the statement with, "This is no way to run a country".

However, the Senate deal does not resolve the issue of immigration, a key point for house Democrats.

The agreement also includes disaster relief for areas still coping with hurricane and wildfire cleanup efforts and additional funding for opioid treatment, each a priority for Democrats. Rand Paul (R-KY), approved the measure 71-28 after 1 a.m.

NY senator, Chuck Schumer, the Democratic leader, said Trump's comment speaks for itself.

Senator Rand Paul of Kentucky had blocked a vote in the upper house, briefly bringing the government to a halt to protest big increases in spending on the military and domestic programs.

Lawmakers rushed to limit the disruption and impact over the lapse in government funding, voting in the middle of the night to reopen agencies before workers were due to report to the office.

A single Republican senator late Thursday held up a bipartisan bill to keep the USA government open hours before federal funds expired.

The House of Representatives voted 240-186. "Make no mistake, I will always stand up for fiscal responsibility, regardless of which party is in power, and I will continue to call the Republican party home to the ideas that led to Americans trusting us with government in the first place", Paul said.

The full Senate is expected to vote on the deal Wednesday afternoon.

"If you're against president (Barack) Obama's deficits, but you're for the Republican deficits, isn't that the very definition of hypocrisy?" he boomed, adding that he wants his fellow lawmakers "to feel uncomfortable" over the impasse.

The majority leader moved to call a vote Monday to proceed to an unrelated House bill that will serve as a vehicle for a process unlike the Senate has seen in recent memory, where senators will be able to offer a number of amendments on competing immigration proposals to see which ones will secure the 60 votes needed to advance.

Other Democrats registered their disappointment with the lack of provisions on DACA and illegal immigrant Dreamers. Really who is to blame? Up to the final minutes, it was not clear the bill would pass in the House, and many Democrats held their votes, allowing the tally to creep slowly and giving no indication which way it might fall. Such protections are about to expire in early March, a result of President Trump ending the Obama-era Deferred Action for Childhood Arrivals, or DACA, program.
