"I am directing the Armed Forces of the Philippines (AFP) not to buy anymore (military equipment) from Canada or from the United States because there is always a condition attached", Duterte said during the course of a press conference in Davao City.

Philippine Defence Secretary Delfin Lorenzana has said the helicopters will only be used for humanitarian assistance and disaster relief efforts.

The government in Ottawa earlier expressed concerns the helicopters could be used to fight rebels.

The deal represents another win for the Canadian defence industry when it comes to the Southeast Asian nation; Canada also sold eight Bell helicopters made in Montreal to the Philippines armed forces in 2015.

At one point during the briefing, Duterte asks someone in audience how many helicopters his country is buying from Canada.

Restituto Padilla, chief of plans at the Armed Forces of the Philippines (AFP), said the helicopters would be used for internal security operations apart from deployment in search-and-rescue and disaster relief missions. "And we will obviously review the facts and take the right decision", Champagne told reporters, without giving more details.

The military stressed they were "utility helicopters, not attack helicopters".

"We are going to make sure before this deal or any other deal goes through that we are abiding by the rules ... that Canadian governments have to follow", he said.

Mr Trudeau told journalists that he spoke with the Mr Duterte about concerns related to extrajudicial killings linked to the president's war on drugs.
