Austin package bomb victim's neighbor describes finding him after deadly blast

Austin police investigate an officer-involved shooting on La Naranja Lane

Police and first responders on Galindo Street following a package explosion on March 12, 2018, the third in two weeks. A woman also was injured in the Monday morning blast. Two blasts hours apart Monday intensified the mystery of who is targeting residents in neighborhoods that stretch from the city's northern borders to Southeast Austin - and why.

In describing the Monday morning blast that killed the teenager, the chief said: "What we understand at this point is that early this morning is that one of the residents went out front and there was a package on the front doorstep".

Detectives are linking the incidents to a similar bombing in the city earlier in March, in which a 39-year-old man was killed.

Residents of a home on the eastern edge of the USA city of Austin rose on Monday morning (Tuesday NZT) to find a package that they weren't expecting outside the front door. Two people have died within 10 days from opening a package that then exploded once opened.

"We are looking at these incidents as being related", Manley said, adding that federal investigators were among those looking for suspects and a possible motive for the attacks.

"Enjoy yourself, have a good time", Manley said.

"I want the public to be aware and to be cautious", Manley said. Guerrero said he climbed onto his roof, where he could see police walking up to one of his neighbors' homes. "There's a certain level of skill and sophistication that whoever is doing this has".

The March 2 blast that killed House was reported about 6:55 the 1000 block of Haverford Drive. Investigators know the type of explosives used, how the IED devices were put together, packaged and delivered.

Police are urging residents to be careful if they receive any unexpected packages.

A second package was discovered near the site of the initial Monday explosion and that some residents and media members were evacuated or pushed farther from the blast site as authorities determined whether it was a bomb, Manley said.

"It looked like small terrorism", said Rendon, who heard a loud bang and was among locals who poured into the street to see what happened.

Authorities say they plan to hold a news conference Tuesday afternoon to provide an update on the probe, but there have been no significant changes. "You knew that something awful was happening", Reynolds said, adding that the victim's body was riddled with holes as emergency responders took her out of the house. "He made friends easily and will be missed", he said. The police chief, who was still on the scene of the first explosion, hopped in his auto and headed to the second. But he said they were an "average-size letter box" and "not particularly large".

Texas Gov. Greg Abbott offered a $15,000 reward for information leading to the arrest of the person who planted the bombs.

Police said they are working in partnership with the FBI, ATF, and the United States Postal Service to determine who's behind the package explosions.

Manley said anyone receiving a package they don't recognize should call 911.
