Photo School officials at Marjory Stoneman Douglas High School in Parkland, Fla., said they had ordered Zachary Cruz to stay away from the campus. The arrest report did not elaborate on the warnings. Zachary had been living with a family friend, Roxanne Deschamps, since his adoptive mother died in November 2017. Later, she appeared at a news conference in the city with celebrity attorney Gloria Allred.

"Most concerning is the contact he's had in jail with his brother since his incarceration", Murphy said.

Police said the younger Cruz was observed skateboarding on top of a marked police unit.

"It's just not the way I want to live in this country", he said.

"Two days after the shooting Zachary Cruz told a deputy that he felt 'somewhat responsible and guilty about the incident and that he could have possibly prevented [it],' that report said".
