Erdogan has used his position as the gatekeeper of Middle East refugees by constantly threatening to withdraw from an agreement with Brussels over the hosting of war refugees in exchange for European Union money. The EU has already committed €3 billion to help Turkey manage the refugee influx and another €3 billion is on the way.

Erdogan complained that the bloc has so far disbursed just €1.8 billion of funds for the care of Syrian refugees and dragged its feet on a pledge to end visa requirements for Turks travelling to Europe.

He also called on Brussels to update the customs union, which governs Turkey's trade with the EU. Otherwise we wouldn't be partners.

"Turkey has committed to developing and upholding the highest standards of democracy", the European Council president said.

"It will be a frank and open debate, where we will not hide our differences but will seek to improve our cooperation", Juncker told reporters on Friday after a two-day European Union summit that discussed Turkey.

The summit comes amid an array of issues that have strained ties, including a dispute between Turkey and EU-member Cyprus over energy exploration in the Mediterranean.

The two Greek military officials held in Turkey for nearly four weeks will remain in custody for the time being, according to the decision by a Turkish prosecutor on Tuesday, Skai TV reported.

Greek diplomacy has been able to put Erdogan's agenda on the tensions in the Aegean, the refugee crisis, Turkey's claims on several Greek islands and the main issue - the release of Greek border guards.

"Erdogan must be well aware that any attempt to violate Iraqi sovereignty will not be permitted, and we will defend our country as we defended and freed it from the terrorist gangs of [IS], especially since Erdogan and IS are two sides of the same coin", al-Baeji added.

Speaking at a joint news conference after Turkey-EU summit in Bulgarian city of Varna, he said our operations against terrorism not only to contribute to the security of ourselves and the Syrians but also to the security of Europe.

However he added: "We don't want rambling or unfair criticisms on sensitive issues like the fight against terror".

PKK fighters first moved into Sinjar in 2015 and waged an effective campaign against ISIS, but announced their withdrawal last week in the wake of Turkey's threat of invasion, though it is unclear how many PKK fighters have remained in the area.

It said that reports about crossing the Iraqi border by Turkish troops are "not true".
