While the NFL's ambitions for the new rule may have been well-placed, they may have just created a new headache for officials and fans. "We're better off today than in the past". The new rule comes after NFL's research showed a 13.5 per cent increase in diagnosed concussions from 2016 to 2017. But it was an example of what needs to be eliminated from the game.

This time around, rather than making changes to existing language that has turned the previous rule into a mess, the NFL Competition Committee rewrote the entire rule into what it believes is an easy-to-follow and comprehensive definition of a catch. "The player may be disqualified". This is similar to the targeting rule in college football. The rule doesn't tell us what's a 15-yard penalty and what would lead to an ejection. Though there is still potential for confusion (I'm preemptively getting in the emotional state for the "football move" arguments), this is a welcomed change. It is likely to come up again in future meetings.

One rule that had gained popularity from some in the league, including Lions general manager Bob Quinn, has been tabled for the time being: the ability for a team to hire a coach before his team is finished in the postseason. They were having that conversation, and they were basically legislating on the fly during the Super Bowl. On Wednesday, NFL Commissioner Roger Goodell was asked about it during his press conference from the owners meetings in Orlando.

Also tabled was whether to allow video on sideline Surface tablets that teams use now to view photos.
