John Worboys release decision overturned by High Court

James O'Brien was pleased John Worboys was staying in jail

Victims of black cab rapist John Worboys have succeeded in blocking his release and forcing the Parole Board to rethink its decision to free him from jail.

She said: "I have always said one of the reasons I am doing this is to give women the confidence that they can come forward and it will be dealt with".

She said she was "very grateful" to members of the public who crowdfunded the High Court case.

It means Worboys - known as the black cab rapist after attacking victims in his hackney carriage - will remain in prison pending a fresh review.

"That is why I was keen to prosecute on my case, because that would give me the ultimate closure and I would be able to get on with my life".

The Parole Board is an independent body that carries out risk assessments on prisoners to determine whether they can be safely released.

However, police believe he committed crimes against 105 women between 2002 and 2008, when he was caught.

Dozens of women were told the prosecution would be more powerful if the court heard only the strongest cases.

First and foremost this is a day for the victims, who have fought bravely to take this case to court.

The group argued that the Parole Board had failed to consider "critical evidence" and ignored the "wider allegations" of his offending when it reached its decision.

Zac Goldsmith, Tory MP for Richmond, said: "I can't find words to reflect my admiration for the fearless victims who had to face their attacker in court in order to secure justice".

Kim Harrison of law firm Slater and Gordon, which represented 11 women, said: 'Our clients are delighted and deeply relieved by today's decision to overturn the release of this unsafe man.

I find myself acutely disappointed having listened to justice secretary David Gauke's statement on the Worboys fiasco (Parole Board chief forced to quit after court quashes move to free Worboys, 29 March); and while he may enjoy the "full confidence" of the prime minister, I dare say the same can not be said for the public.

"Our clients, who have been terrified that he will track them down after his release, can now sleep easy in their beds safe in the knowledge that this serial sex offender will be kept in jail where he belongs".

Nick Hardwick, chairman of the Parole Board, apologised and resigned after being told that his position was untenable by Justice Secretary David Gauke.

He said "profound errors" had been made in the process by the Parole Board.

"The courts have decided we must go back and look at this case again in light of additional information that wasn't before the original panel and we will do just that", it added.

He also announced a package of measures including a new mechanism to challenge the board's decisions and steps to ensure dossiers prepared by the prison and probation service contain all necessary paperwork.

Gauke said new guidance would be issued requiring "all relevant evidence of past offending" to be included in dossiers submitted to the Parole Board.
