The only holdout border state was California, led by Democratic Gov. But in a letter sent Wednesday, Brown says California troops will not enforce federal immigration laws or build a border wall. It will not be a mission to round up women and children or detain people escaping violence and seeking a better life.

Jerry Brown agreed Wednesday to deploy 400 National Guard troops to the border of Mexico in response to a Trump administration request to border state governors. But in California, the federal request for troops is still being reviewed. President George W. Bush sent 6,400 troops starting in 2006 and President Obama sent 1,200 in 2010.

New Mexico Gov. Susana Martinez's office talked about that larger than 80 troops would deploy later this week. He did not define how many additional guard members would be deployed.

Brown also said that, "there is no massive wave of migrants pouring into California".

"To those who wish to challenge the Trump Administration's commitment to public safety, national security, and the rule of law, I warn you: illegally entering this country will not be rewarded, but will instead be met with the full prosecutorial powers of the Department of Justice", Sessions said in a statement. Only Border Patrol agents and other law-enforcement officers may apprehend drug runners and people attempting to enter the USA illegally.
