Syria's Deputy Foreign Minister Fayssal Mikdad said Monday his country was ready to facilitate the OPCW team in any way to carry out its mission, the state-run SANA news agency reported, while Kremlin spokesman Dmitry Peskov did not respond directly to CNN's question on whether Russian Federation had blocked the experts.

European Union foreign ministers will discuss the air strikes in Luxembourg on Monday, amid concerns by some member states about the legality of the operation without United Nations approval, and about the categorical attribution of responsibility to Syria ahead of reports from the inspectors on the ground.

The leaders will be expected to answer for their decision to join the U.S. in launching missiles at suspected chemical weapons sites in Syria, in an attempt to punish President Bashar al-Assad's regime for the alleged chemical attack.

They insisted it was executed with "the sole objective to prevent further use of chemical weapons and chemical substances as weapons by the Syrian regime to kill its own people".

Deputy Russian Foreign Minister Sergei Ryabkov blamed the Western airstrikes carried out early Saturday for holding up a mission by the OPCW team to Douma.

It's urged the United Nations powerhouse to double all efforts towards a peaceful and non-military resolution in Syria. USA officials said they gave Russian Federation no specific warnings of the attacks or the targets, but used the usual hotline with Moscow's military to ensure the airspace was clear.

More than 70 delegations are expected to attend the April 24-25 Syria donor conference in Brussels.

Negotiations on the draft resolution put forward by the US, France and Britain are set to begin today. "It's the only way forward", Dutch Foreign Minister Stef Blok said.
