The Gulf Coast is bracing for Subtropical Storm Alberto this Memorial Day Weekend

Swelling riverbanks, tornadoes and localized flooding are possible.

A storm surge watch continued on Monday from the Suwannee River to Navarre, Fla. 1-3 inches of storm total rain is possible. with isolated higher totals through Tuesday afternoon.

Governor Larry Hogan declared a state of emergency for the area rebuilding from a devastating flood about two years ago that killed two people and damaged dozens of buildings. A high surf warning was in effect through 7 p.m. Tuesday local time.

Subtropical Storm Alberto gained the early jump on the 2018 hurricane season as it headed toward anticipated landfall sometime Monday on the northern Gulf Coast, where white sandy beaches emptied of their usual Memorial Day crowds.

Early forecasts from the Weather Prediction Center show an inch of rain falling over the next seven days across much of Upstate. Alberto was expected to bring heavy rain and severe wind to Florida and other parts of the Gulf Coast.

"The system may be slow to depart. prolonging showers into Saturday", the Binghamton weather service office said.

A flash flood watch goes into effect Sunday night for portions of the Upstate, western North Carolina and north east Georgia as the storm moves into the Gulf.

Regardless of its path and intensity, Alberto expected to bring heavy rains of more than 10 inches and flash flooding to western Cuba and southern Florida, the National Hurricane Center said. The storm had top sustained winds of 85 km/h. This means that it is transforming from a "regular" weather system into a tropical one which gets its energy from the warm waters of the ocean.

Heavy rainfall and tropical storm conditions will likely reach the northern Gulf Coast well before the arrival of the center of Alberto. "The risk for heavy rainfall and flooding will then spread over much of the southeast US tonight and Monday". Alberto is forecasted to make landfall as a strong tropical storm in Alabama or the panhandle late in the day on Monday.

The projected storm track for Alberto has shifted eastward, according to reports, lessening the threat to oil production facilities in the Gulf of Mexico, but increasing the danger to northeastern Florida coastal areas.
