Deep divisions over United States trade policies at G7 finance ministers meeting

Commerce Secretary To Press China To Buy As Allies Seethe Over Tariffs

China warned on Sunday after another round of talks on a trade dispute with Washington that any deals they produce "will not take effect" if President Donald Trump's threatened tariff hike on Chinese goods goes ahead.

The Xinhua statement instead said that details of implementing the Washington consensus were subject to confirmation by both sides.

US Commerce Secretary Wilbur Ross said on Sunday trade talks have been "friendly and frank" as the US and China continued with a second day of negotiations in Beijing aimed at deescalating tensions between the two sides.

His promise comes after Canada, Mexico and China have threatened levies on American agriculture goods in response to new USA tariffs and American farmers, who helped put Trump in the White House, worry they will take the brunt of the worldwide anger at the president.

After a three-day meeting of finance ministers from the G7 industrial nations that ended Saturday in Canada, Canadian Finance Minister Bill Morneau issued a summary saying the other six members want Mr. Trump to hear their message of "concern and disappointment" over the us trade actions.

After it had appeared a trade truce between the two economic heavyweights was on the cards, the White House this week warned it would continue to pursue tariffs on $50 billion worth of Chinese imports, as well as impose restrictions on Chinese investments in the United States and tighter export controls.

President Donald Trump is pressing Beijing to narrow its politically volatile surplus in trade in goods with the United States, which reached a record $375.2 billion previous year. "It won't be the case that the United States can get whatever they want".

Since November, China has announced plans to end limits on foreign ownership in its insurance and auto industries and to reduce import tariffs on autos and a range of consumer goods. "If the deal was done in Geneva, the cargoes might be traded in the global market instead of being brought to China to crush", said Tian Hao, a senior analyst with First Futures.

It referred instead to a consensus they reached last month in Washington, when China agreed to increase significantly its purchases of us goods and services.

Ross' failure to publicly comment or immediately release a statement on the outcome of the talks may have been due to the United States delegation needing to assess Trump's willingness to accept a Chinese deal.

State news outlets have portrayed the ZTE decision as having been made by Mr. Ross's Commerce Department, and they have suggested that it is merely a bargaining ploy as part of trade negotiations.

In a statement released early Monday, the White House said the talks focused on reducing the United States' trade deficit by selling more agricultural and energy products to China.

Washington on Thursday also followed through on threatened tariffs on imported steel and aluminium from the EU, Canada and Mexico, drawing condemnation and promises of retaliation from the U.S. allies.

Not only did the latest talks in Beijing fail to clarify this issue, Beijing has since threatened to rescind the offer if the Trump administration went ahead with a plan to slap tariffs on US$50 billion of Chinese goods.

Ross is "going there to tread water", the person said, declining to be identified due to the sensitivity of the matter.

French Finance Minister Bruno Le Maire referred to the "G6 plus one" and expressed "total incomprehension" over the United States actions. It criticized Trump's move this week and said it reserved the right to retaliate but avoided repeating its earlier threat.

Those hard issues include what the US complains is rampant theft of intellectual property, as well as Beijing's support for cutting-edge technologies under its Made in China 2025 policy. -China trade talks dissolved in a matter of days, expectations were low for Ross' visit this week.

Sometimes, the USA will impose additional duties on foreign imports that it determines are being sold at unfairly low prices or are being supported by foreign government subsidies. China has also threatened to hit back with tit-for-tat tariffs on tens of billions of dollars in U.S. goods.
