Police investigate a vehicle at the scene of a shooting in Toronto, Monday (local time). Most shootings in Toronto occur between 7 p.m. and 3 a.m.

Jody Steinhauer was celebrating her birthday with family at Christina's restaurant when they heard 10 to 15 shots.

Canadian Prime Minister Justin Trudeau offered his condolences to the victims and their families in a post on Twitter, adding: "The people of Toronto are strong, resilient and courageous - and we will be there to support you through this hard time".

A woman who gave her name only as Mary told the Toronto Star she was in the Pantheon restaurant on Danforth Avenue when she saw a young girl being placed on a stretcher and taken into an ambulance.

"Any time you have a legal market for civilians to own concealable firearms ... there is always a possibility that those kinds of firearms purchased legally can flow into the hands of people who want to use them to commit carnage", he said.

It was not confirmed by the SIU whether the death was self-inflicted or as a result of the exchange of fire with police.

CBC News reports Toronto Mayor John Tory is asking anyone with information to get in touch with the police. "That was the scary part", she said. The department has not ruled any motivation out, including terrorism, Saunders said.

Police said the gunman used a handgun. Deaths from gun violence in the city jumped 53 per cent to 26 so far in 2018 from the same period previous year, police data last week showed, with the number of shootings rising 13 per cent.

Mass shootings are rare in Canada's largest city.

The Greektown shooting spree comes almost three months to the day after 10 people died in a van attack in a north Toronto neighbourhood.

The police would not immediately identify the motive behind the shooting.

"Guns are too readily available to too many people", Tory told reporters a few hours after the shooting took place. "We'll see what they conclude from this case, but it's evidence of a gun problem, clearly".

Dozens of additional police officers were deployed in Toronto over the weekend in response to a spike in gun violence across the city in the Canadian province of Ottawa.
