Recep Tayyip Erdogan, Vladimir Putin set Syria deal on demilitarized zone

Russian President Vladimir Putin and Turkish President Recep Tayyip Erdogan shake hands during their meeting in the Bocharov Ruchei residence in the Black Sea resort of Sochi Russia on Sept 17 2018

"At the meeting, we discussed in detail this situation (in the Idlib governorate) and made a decision to establish a [9 to 15 mile]-wide demilitarized zone along the contact line between government troops and the armed opposition by October 15, 2018 and evacuate radical militants, including Jabhat al-Nusra (a terrorist organization outlawed in Russia - TASS)", Putin said.

Turkey is backing rebel groups and established military observation posts around Idlib, which Ankara has reportedly reinforced with troops and equipment in recent weeks.

Putin said that under the deal, all heavy weaponry, including tanks, rocket launch systems and mortar launchers operated by rebel groups would need to be pulled out of the buffer zone by 10 October.

"We've agreed to create a demilitarized zone between the government troops and militants before October 15".

"Control in the demilitarized zone will be exercised by mobile patrol groups of Turkish units and units of Russia's military police", Putin stated.

Abu Omar, a spokesman for the Turkey-backed rebel group Faylaq al-Sham, thanked Erdogan for preventing an offensive and giving the rebels time to defend their rebellion and people.

Before the meeting, Erdogan said the cooperation between Turkey and Russian Federation would "be hope to the region".

Russian Federation will surely take necessary precautions to ensure the Idlib de-escalation zone is not attacked.

Now it appears that despite the rocky last few years of Russian-Turkish relations, the mutual trust built up between Putin and Erdogan has allowed them to overcome a clash of interests and reach a compromise.

Kiler wrote in his article that the idea of establishing a joint bank between Iran and Turkey should be taken seriously, and that such a decision would help prevent U.S. sanctions on Iran from harming Turkey's foreign trade.

Osama Danura, a Syrian political expert, told Xinhua that establishing a demilitarized zone in Idlib is not going to be permanent. "In turn, we are counting on creation of favorable conditions for the advancement of Russian products in the Turkish market", Putin said after talks with Turkish President Recep Tayyip Erdogan.

As the decisive stand for their last stronghold looms, this motley crew of tens of thousands of opposition fighters, including some of the world's most radical groups, is looking for ways to salvage whatever is possible of an armed rebellion that at one point in the seven-year conflict controlled more than half of the country.

Syria's ambassador to the United Nations in Geneva, speaking earlier on Monday, said the Assad government was determined to drive the Nusra Front, which he described as a terrorist organization, from Idlib. Finishing off the Idlib rebels would take him closer to victory, help secure Aleppo from attack and open roads to the coast and Damascus.
