U.S. Calls Urgent Security Council Meeting To Discuss North Korea Sanctions

North and South Korea opened a joint liaison office in the Northern city of Kaesong on Friday as they knit closer ties ahead of President Moon Jae-in's visit to Pyongyang next week.

President Moon "believes that improved inter-Korean relations have some role in facilitating US-DPRK (North Korea) talks and solving the North Korean nuclear problem", he said.

Moon Chung-in, an adviser in the South Korean presidential office, also explained during a briefing with foreign journalists that the president will want his North Korean counterpart to seek "bold and imaginative approaches" that go beyond just freezing of the North's nuclear program and involve a declaration, inspection and verification process.

The U.S. mission said in a statement on September 14 that the meeting was called because of "recent efforts by some member states to undermine and obstruct North Korea sanctions implementation". The U.S. Mission to the United Nations said the meeting will discuss the implementation and enforcement of United Nations sanctions on the North.

"Their view is that North Korea is not serious about denuclearizing", one official told Glasser.

For Friday's meeting, Kim Sang-gyun, a National Intelligence Service senior official who visited Pyongyang on September 5, led the South Korean delegation to the working-level talks. But Mr Kim recently requested another meeting with Mr Trump, who hailed his "very warm" letter.

Skepticism, however, has been lingering that supplies needed to operate the office may violate U.N. Security Council sanctions resolutions to prevent North Korea from developing nuclear weapons and ballistic missiles. During the war, it was used for truce negotiations, so escaped the bombing which leveled most of North Korea.

Moon said North Korea is "willing to denuclearize" while the United States is prepared to end hostile relations, as he tried to strike an upbeat tone ahead of his third meeting with Kim Jong Un next week.

The U.S. said Russian Federation and China both informed the sanctions committee that they were supplying refined products to North Korea.

"It's not a losing game for Trump - inducing North Korea's commitment to facility declarations and inspections would itself be a diplomatic coup for him", Shin said.

During the July 31 general-grade talks, Seoul and Pyongyang shared the understanding in "broad terms" over the issues of fostering peace in the DMZ in line with the April summit agreement to transform the border area into a "peace zone".

Moon's officials also asked top South Korean business leaders to join his Pyongyang trip.

Officials at Samsung Electronics, Hyundai Motor, LG - which were part of delegations for 2000 and 2007 summits in Pyongyang - said no decision has been made yet on participating.

The resumption of the Kaesong park and other dormant inter-Korean cooperation projects aren't likely to happen anytime soon because US-led worldwide sanctions on North Korea remain in place.
