North Korea's Kim Jong Un will soon make a historic visit to Seoul, he said Wednesday, and has agreed to close a missile testing site in front of worldwide inspectors, as a rare inter-Korean summit unfolded in Pyongyang.

US State Department spokeswoman Heather Nauert stated on Tuesday that Washington hopes the latest inter-Korean summit will bring about "meaningful, verifiable steps towards the denuclearisation of North Korea" and branded it a "historic opportunity".

In a rare gesture of transparency, Kim also agreed to allow global inspectors to monitor the closure of a missile engine test site and launch pad.

That's a herculean challenge for North Korea, whose moribund economy, limited transportation infrastructure, lack of facilities for worldwide guests and.

The North also "expressed its readiness" to take additional measures, such as a permanent dismantlement of its main nuclear facilities in Yongbyon should there be unspecified corresponding action from the United States, according to the statement.

Also at the UN General Assembly, Moon is expected to meet and brief Trump - who, according to Moon's aides, has called the South Korean president a "chief negotiator' between himself and Kim".

About the recent meeting between Moon and Kim, the former's spokesman Yoon Young-chan said, "It's hard to say at this moment that the two leaders have reached any agreement". They will announce any results in a joint press conference afterwards.

Kim Jong Un, top leader of the Democratic People's Republic of Korea (DPRK), and South Korean President Moon Jae-in on Wednesday signed a document after their second face-to-face dialogue in Pyongyang.

"We are not afraid of future challenges", he said.

Kim said he would visit Seoul in the near future, in what would be the first-ever visit to South Korean capital by a North Korean leader.

The signing comes during a three day visit to Pyongyang by Mr Moon. Kim especially noted that the military agreement will help to denuclearize the peninsula and reach a lasting peace.

The statement was released by Seoul on Wednesday after the Pyongyang summit.

Moon meanwhile told reporters that the neighbors finally managed to agree to "specific denuclearization steps".

The two leaders also agreed to establish "buffer zones" along their land and sea borders to prevent the danger of accidental clashes.

As part of the military agreement, the neighbors will halt border drills from November 1, Yonhap reports.

Though not directly linked to security, the leaders' announcement that they would seek a joint Summer Olympics was a significant move in terms of easing tensions and building trust.

Sports have been symbolic of the diplomatic thaw between the two countries this year, starting with Mr. Kim's New Year address, in which he announced that his country was ready to participate and send a delegation to the Pyeongchang 2018 Winter Olympics in South Korea.

Other agreements aimed at removing some longstanding irritants from their relations - such as allowing more contact between families divided by the Korean War.

Coming so soon after last week's lavish celebration of North Korea's 70th birthday, Moon's visit is being cast as something of a tribute, a show of respect.

Though North Korea has unilaterally stopped nuclear and missile tests, it did not allow worldwide inspections of the dismantling its main nuclear test site in May, drawing criticism that its action was for show and could be easily reversed.

Importantly, North Korea has completed development work on its large liquid propellant engines for intercontinental-range ballistic missiles.
