Trump "Hopes" US Troops Don't Shoot At Migrants

Trump says border troops could hit 15K, surprising Pentagon

Asked if he envisions United States troops firing on anyone in the groups of migrants, Trump told reporters at the White House: "I hope not".

Gov. Miguel Angel Yunes announced Friday evening that authorities in the Gulf Coast state of Veracruz would be providing not only humanitarian assistance to the migrants but buses to leapfrog them to the country's capital, three weeks after the migrants began their grueling journey.

"Families can only be detained for 20 days and unaccompanied child migrants are not detained at all they're actually transferred to a different government agency, the Office of Refugee Resettlement", Pierce said.

Second, Trump proposed ending the right of immigrants crossing the US-Mexico border without documentation to apply for asylum. "Defendant Thomas Homan is sued in his official capacity as the Director of ICE", the lawsuit says. Trump said the government would erect "massive tents" instead.

With members of Congress focused mainly on Tuesday's midterm elections, reaction has been mild. Trump has spent the waning days of the campaign hammering the issue at every occasion as he tries to energize Republican voters using the same playbook that helped him win in 2016.

The local units are part of the roughly 3,500 troops already assigned to the operation, which will "provide a range of assistance, including planning, engineering, transportation, logistics and medical support" to border officials when the caravan arrives, the Pentagon said.

He brought up immigration issues several times during a political rally Thursday night in Columbia, Missouri. "Some were very seriously injured, and they were throwing rocks in their face". "We are not letting them into our country".

In its "most dangerous" assessment, the caravan would "grow markedly" and become exploited by terrorists and traffickers, leading to increasing "cross-border engagements".

Some migrants in one of the caravans clashed with Mexican police at the Mexico-Guatemala border, hurling stones and other objects as they tried to cross the global bridge.

The distinction is critical because the rules of engagement that the USA military follows determine precisely what level of force individual service members will use in various situations, including self-defense.

The Immigration and Nationality Act specifies that migrants can apply as asylum-seekers if they come from situations involving well-founded claims of persecution. "Trump was frustrated in his effort to build a physical wall on the border, now he's trying to build a human wall by using the USA military".

It might be true there are some criminals mixed in with the throngs, given the sheer number of migrants. "It's a classic strategy that goes back to 19th century nativist thinking".

"Migrants seeking asylum will have to present themselves lawfully at a port of entry", Trump told reporters at the White House.

Asylum is not a program for those living in poverty.

Immigrant advocates say the new tactics at the border are aimed at discouraging asylum claims.

The U.S. fielded more than 330,000 asylum claims in 2017, almost double the number two years earlier and surpassing Germany as highest in the world. More than 5,000 members of the United States military have already been deployed to the border, and their total number could surpass 15,000, according to Trump.

One reason so many are giving up the trek is that Mexican police have been refusing to allow the hitch-hiking migrants to crowd into passing vehicles. And it would more than double the number of people thought to be in the caravans.

There are now four caravans. He promised an executive order sometime next week that would ban migrants from claiming asylum if they cross the border illegally, and would set up vast tent cities that would hold anyone coming over the border.

Though the first caravan once numbered as many as 7,000, it has shrunk significantly. And most have passed largely unnoticed.

Trump has nonetheless mounted an enormous show of force in response.

At least a dozen migrants "traveling by foot" from Central America sued the Trump administration Thursday, saying the Department of Homeland Security was violating their "due process" rights protected under the Fifth Amendment.

Notably, he said his executive order would come next week, which means it could be after Election Day. "Really hurting the military". He noted at one point, "Women want security".

He responded that stone throwing would be seen as a lethal threat.
